Judge Moss will discuss how the US GTDC Court was first created through statutory amendment and legislation. Many people did not know about the changes and additions to the criminal law statute for nearly 9 years until GTDC was created and went live on 30 Nov 2018. Then, she will talk about how one gets into the GTDC program, the Eligibility Hearing, the Application for GTDC, the Gambler's Contract, court attendance every 2 weeks, drug testing, financial monitoring, location monitoring, paying restitution, attending support groups etc. And, she will discuss the impacts on public policy - the costs to society, the savings to taxpayers by not incarcerating participants deserving of gambling treatment, the role of the gaming industry, should GTDC courts be created through legislation or judicial creation, stories of gamblers who lost their lives, lost their families, and lost their children.
Finally, Judge Moss will discuss potential reform of the UK criminal justice system; how the specialty court models in the US have been successful; comparisons on how the UK is ahead of the curve in responsible gambling policies; the rapid expansion of gambling in the US, and how gambling courts are just part of the solution.
Judge Cheryl Moss (Ret.) served on the bench for 20 years. In 2001, she was the first judge to implement problem gambling assessments in domestic relations cases. In November 2018, she became the first judge to preside over Nevada’s first Gambling Treatment Diversion Court (GTDC). In addition to her judicial duties, she volunteered their time to serve as a member of the Subcommittee on Legal Issues, created by the Governor’s Advisory Committee on Problem Gambling. Judge Moss (Ret.) graduated from the George Washington University, Washington DC, then attended the Columbus School of Law, Catholic University of America, Washington, DC where she graduated in the top 25% of her class. She was admitted to the Nevada Bar in 1997, the District of Columbia Bar in 1995, and the Maryland Bar in 1994. Prior to taking the bench, she was in solo private practice. Judge Moss (Ret.) was a member of the Nevada District Judges Association and is currently a member of the International Masters of Gaming Law, the Clark County Bar Association, and previously served on the Board of Trustees of the Clark County Law Library. She is the daughter of the late Dr. Rena M. Nora, Chief of Psychiatry, Las Vegas VAMC and pioneer in the treatment of problem gamblers.
