Guest Speaker: Master William Young (The Hon. Sir William Young KNZM QC)

(moderated by Master Fiona Wilcox)

Using the recent attacks in New Zealand – Christchurch, March 2019 and Auckland, September 2021 – the lecture discusses:

  1. What constitutes terrorism for the purposes of the criminal law including appropriate treatment of planning and preparation for acts of terrorism;
  2. Bulk data collection and analysis as a tool for target discovery;
  3. Hate propaganda designed to encourage or normalise violence; and
  4. Exercise of the right of freedom of expression as a basis for intelligence and security agency activity.

Master Young is a Justice of the Supreme Court of New Zealand, and from 2006-2010, was President of the Court of Appeal. He took Silk in 1991, was appointed a High Court Judge in Christchurch in 1997, and a Lord Justice of Appeal in 2004.  He was Called to the Bench as an Honorary Bencher in 2009.

  • Recognise and understand the policy and practical issues associated with the criminalisation of terrorism and the identification of potential terrorists.
  • Identify how the exercise of freedom of expression can overlap substantially with mainstream discourse.
